Early this afternoon, I got a call on my cell from an unknown number:
This is 911, did someone just call from this number?
Uh, no.
Is your number ###-####?
Yes.
Well, we just received a call from this number and wanted to make sure that all was okay.
Ok, thank you, but my phone has been in my pocket all morning.
Blah blah blah
blah blah blah
After the call was over, I looked down at my phone and sure enough - the keypad was locked.

you can dial it without a sim card and on some phones with it locked….
Must divert to 911 in the U.S.
