The article doesn’t mention which folder to place the background file. The chrome folder (in the profile directory) worked for me.

Playing Devil’s Advocate here (I love firefox tho):
Internet explorer had this functionality back in 2000 through a third-party program called hotbar (http://web.archive.org/web/20000519233936/http://hotbar.com/). The program has evolved into complete adware garbage now, but the point is still the same: Internet Explorer had this first.

“Third-party” being the operative phrase, They had it first, not Microsoft
OTOH, Fx extensions could probably be considered third-party - depending on how you look at it.
