Akin to installing new themes for Firefox, you can also select your own background for the toolbars.
The article doesn’t mention which folder to place the background file. The chrome folder (in the profile directory) worked for me.

“Third-party” being the operative phrase, They had it first, not Microsoft
OTOH, Fx extensions could probably be considered third-party – depending on how you look at it.
Playing Devil’s Advocate here (I love firefox tho):
Internet explorer had this functionality back in 2000 through a third-party program called hotbar (http://web.archive.org/web/20000519233936/http://hotbar.com/). The program has evolved into complete adware garbage now, but the point is still the same: Internet Explorer had this first.
